Proposed commitments aim to strengthen long-term growth — creating jobs, expanding access to clean water, and improving public infrastructure across Doña Ana County

Santa Teresa, New Mexico — September 15, 2025 — STACK Infrastructure (“STACK”), a leading global developer and operator of data centers, and BorderPlex Digital Assets (“BorderPlex”), a pioneer in growth infrastructure, today announced $56.9 million in new community commitments tied to their proposed Project Jupiter data center campus in Doña Ana County, New Mexico.

The commitments include $50 million to upgrade drinking water and wastewater systems throughout the county, and $6.9 million to launch community investment funds for local projects. These pledges are part of a broader agreement negotiated with county and state leaders, which would also deliver $360 million in legally binding payments-in-lieu-of-taxes (PILT) if the project moves forward.

Focus on Water, Infrastructure, and Community

Project Jupiter will operate with a closed-loop cooling system that only requires a one-time water fill, recirculating water to minimize daily operational demand. The project will fully fund any water and sewer improvements needed for its own operations while contributing $50 million to public water and wastewater infrastructure improvements countywide.

Of that amount, $10 million will be allocated directly to the County to support Sunland Park through a grant program aimed at improving water quality, reflecting priorities raised by residents in recent community engagement meetings.

“This is an investment that works with our environment — not against it,” said James Kenney, Secretary of the New Mexico Environment Department. “By taking steps such as real-time air shed monitoring for the microgrid, and a closed-loop cooling design for the data center, this investment will protect New Mexico’s resources while creating lasting opportunity for Doña Ana County families.”

“This investment in critical infrastructure would uplift the entire region – creating thousands of new jobs, driving business growth, and strengthening supply chains to promote long-term prosperity along the border,” said Rob Black, Secretary of the New Mexico Economic Development Department.


Community Investments and Economic Impact

The $6.9 million in community investment funds will support projects identified by local leaders as critical to expanding opportunity and improving quality of life, including:

  • Local Workforce Development Education Fund, including construction of a Career and Technical Education (CTE) facility

  • Construction of a new Boys & Girls Club facility

  • Advancing desalination solutions for clean drinking water

  • Contributions to Doña Ana Community College for regional connectivity

  • Other established local priorities

If approved, Project Jupiter would bring up to $165 billion in private investment over its lifetime, create more than 2,500 construction jobs, and generate at least 750 permanent full-time roles with average salaries between $75,000 and $100,000 plus benefits. The $360 million in PILT payments would bolster local schools, roads, and essential services—all without any financial burden on county taxpayers.

Project Jupiter’s team has hosted public meetings in every district across Doña Ana County, maintained regular office hours, and launched a dedicated project website. Outreach efforts have included nearly 90,000 phone calls to residents and collaboration with local organizations to ensure the project reflects community input.
