
GreenPower Motor Company Inc. (NASDAQ: GP), a leading manufacturer and distributor of all-electric, purpose-built, zero-emission medium and heavy-duty vehicles, has announced plans to establish a new manufacturing facility in Santa Teresa, New Mexico—a move that further solidifies the NMBorderplex as a center for advanced manufacturing, clean transportation, and cross-border trade.
Internationally headquartered in Vancouver, Canada, with existing operations in southern California and West Virginia, GreenPower cited New Mexico’s expanding electric vehicle ecosystem, the Santa Teresa Foreign Trade Zone (FTZ), and competitive state financial incentives as key factors in its decision. The new 135,000-square-foot facility will serve as the company’s base for North American operations and its U.S. corporate headquarters, generating an estimated $200 million in economic impact over the next decade and creating more than 340 jobs.

State and local incentives played a significant role in supporting the project. New Mexico leveraged a suite of proven economic development tools—including the Local Economic Development Act (LEDA), the Job Training Incentive Program (JTIP), Rural Jobs Tax Credits, and the High-Wage Jobs Tax Credit—to support GreenPower’s expansion. Together, these programs help companies accelerate growth, build a skilled workforce, and establish long-term operations while strengthening New Mexico’s overall competitiveness in advanced manufacturing.
In a statement included in an earlier press release from Governor Michelle Lujan Grisham’s office, Fraser Atkinson, CEO of GreenPower, expressed enthusiasm for the company’s expansion into New Mexico. He emphasized GreenPower’s commitment to collaborating with local partners, government leaders, and financial stakeholders to create jobs, stimulate economic growth, and advance the transition to zero-emission transportation. Atkinson also noted that New Mexico’s growing electrification ecosystem positions the state for a strong and sustainable manufacturing future.
The Santa Teresa Foreign Trade Zone designation was also a major advantage, offering streamlined customs procedures, cost-effective trade operations, and greater supply chain flexibility—benefits that are increasingly important for manufacturers navigating today’s complex global trade environment.

GreenPower’s expansion aligns with New Mexico’s broader clean energy and electrification goals. In 2025, the company partnered with the New Mexico Economic Development Department to launch the state’s first all-electric, zero-emission school bus pilot program, supporting the Energy Transition Act and the state’s goal of achieving 100% zero-carbon electricity by 2045.

GreenPower anticipates beginning operations in Q1 2026, with full possession of the Santa Teresa manufacturing facility expected by June 1, 2026, marking another milestone in the continued growth and global competitiveness of the NMBorderplex region.
