What is the NMBorderplex Closing Incentive?
This locally managed, post-performance cash grant is designed to encourage capital investment, job creation, and innovation within the NM Borderplex—specifically inside El Paso Electric’s New Mexico service territory.
Administered by MVEDA and backed by the New Mexico Economic Development Fund (the Fund), the incentive ensures that companies making real, measurable investments in the region receive meaningful support to grow and thrive.
Launched in 2021 through a collaboration between El Paso Electric (EPE) and the Infrastructure Investments Fund (IIF), the Fund injects $1 million annually into New Mexico’s economy. Guided by a dedicated three-member board and managed by the CFSNM, it stands as a beacon of progress, partnership, and potential.
